Notice of proposed material contravention of the Monaghan County Development Plan 2007-2013
Notice is hereby given pursuant to Section 34 (6) of the Planning and Development Acts 2000-2010 that Monaghan County Council intends to consider deciding to grant planning permission for Planning Application Ref. No.10/179 for TF Partnership located on lands at Tullygrimes, Monaghan. The proposed development comprises of the following:
“Permission to develop this site of 4.74 hectares along the N54 National Secondary Road (Clones Road) at Tullygrimes, Co. Monaghan. The development will consist of a Manufacturing and Light Industrial Development Scheme with a total gross floor space of approximately 8,605sqm (a reduction from 8,930sqm as originally applied for), arranged in six buildings ranging in height from one (double height) to three storeys as follows: Area A: A manufacturing Development with gross floor space of 6,663.3sqm comprising of 2 no. buildings (Industrial Manufacturing Unit & associated Ancillary Office totalling 6,223.3sqm & a Material store of 440sqm), 151no. associated staff and visitor car parking spaces, & 2no. delivery & service goods yard areas; and Area B: Comprising 6no. light industrial units with total gross floor space of approximately 1,941sqm (a reduction from 2,267sqm as originally applied for) arranged in 4no. buildings with 77no. associated staff & visitor car parking spaces (a reduction from 92no. spaces as originally applied for). The proposed development will also consist of overall hard & soft landscaping areas, associated plant & equipment, site engineering works & services provision, changes in level, together with all other site development works above & below ground. Vehicular & pedestrian access to the proposed development will be from a new access off the N54 National Secondary Road (Clones Road)”
This proposed development would materially contravene the following objective of the Monaghan County Development Plan 2007-2013 if planning permission were granted:
Section 8.6. Development on National Routes. It is a stated objective to prohibit the creation of new access points onto national routes in the general speed limit area, except in the circumstances NAR1 – NAR7. Access to the development is proposed at a point where the general speed limit applies and it is considered that the development does not qualify under any of the NAR1 – NAR7 exceptions.

Submissions or observations received as regards the making of a decision to grant planning permission, received by Monaghan County Council up to, and including 25th October 2010 will be duly considered by the Council.
